MTA Early Enrollment Incentive
Program Description:
The Early Enrollment Incentive is a state-based NEA initiative that invites potential members to experience the transformative impact of being part of the union for no immediate cost. Early enrollees gain immediate access to NEA professional learning resources and select MTA and NEA benefits as described below.
Benefits:
- No Cost! Early enrollees joining between April 1 and August 31 pay no union dues for that period.
- Access as “Insureds” to the NEA Educators Employment Liability (EEL) Program.
- Access to MTA Professional Development Programs including Summer Conference
- Participation in local governance matters is determined by each local union.

*NEA Benefits (NEAMB) and MTA Benefits (MTAB) may limit access to certain benefits. For example, SAVI Student Loan Navigator, NEA Complimentary Life Insurance, and Introductory Life Insurance programs are not available to early enrollees until their memberships are fully activated in September.
Without the Early Enrollment Incentive, employees who become members during this period must pay NEA and MTA union dues to receive these membership benefits.

Eligibility:
First Time Members: The Early Enrollment Incentive is available to individuals who sign the pledge to pay unified membership dues as a first-time active member beginning September 1 of the following membership year.
Returning Members: Individuals who held NEA/MTA membership in the past get a one-time in their career opportunity to re-join through the Early Enrollment Incentive.
Benefit Start Date:
Access to the Early Enrollment Incentive will begin no earlier than April 1st. The enrollment date is the date the individual signs the MTA Early Enrollment Application authorizing payment of dues commencing with the following membership year. Early Enrollment forms signed on or before March 31st will become effective on April 1st.
Before being granted access to qualified MTA/NEA Member Benefits programs, the early enrollee must obtain their MTA Individual ID number, which will be made available when MTA staff process their application.
Exclusions:
Early enrollees are excluded from the following membership benefits and services until September 1st of the next membership year when their full active membership dues commence:
- Early enrollees may not run for, or hold, NEA or MTA elected offices.
- Early enrollees may not attend the NEA Representative Assembly or MTA Annual Meeting as delegates.
- Early enrollees are not eligible for MTA or NEA Legal Services
- Early enrollees are not eligible for employment with MTA as Summer Member Organizers.
