Call for legislative proposals


YOUR OPPORTUNITY TO HELP SHAPE THE MTA’S 2021-2022 LEGISLATIVE PACKAGE

The MTA is seeking input from members as we develop our 2021-2022 legislative agenda. We want to ensure that our legislative package reflects members’ visions for public education and the workplace. For reference, our current legislative priorities can be found here. In keeping with the MTA’s strategic Blueprint, we are especially interested in proposals that promote racial and economic justice in our public schools, colleges and universities — and for the entire Commonwealth. The proposals will be reviewed by the MTA's Government Relations Committee. The GRC then makes recommendations to the MTA Board of Directors, which will approve the association’s legislative agenda.

In Massachusetts, legislative sessions run for two years. The MTA works with legislators to file, support and pass legislation that advances our organizational mission. At the beginning of each session, legislators file bills to be considered; about 6,000 are filed, but fewer than 200 are usually signed into law. The new legislative session will begin in January 2021, and all bills must be filed by the middle of that month.

Please click here to propose legislation to be filed for the MTA in the 2021-2022 session. Members who want to propose legislation should submit their proposals by 5 p.m. on Friday, Oct. 30, 2020. If your local has a website, we urge you to post this call for submissions and encourage members to offer suggested legislation

After submissions are reviewed, members may be asked to discuss their proposals in greater detail with the GRC. Please indicate whether you would be willing to discuss your proposal in person at a meeting of the committee. Feel free to include supporting materials for your proposed legislation.

The GRC will review member-submitted proposals and will recommend a legislative package to the Board for consideration at its December meeting. Once a package is finalized, the MTA will seek to secure legislative sponsors and to have the Board-approved bills filed by the deadline.

Please note that the GRC is charged with developing legislation that will benefit the greatest number of members. Therefore, the committee will not consider proposals benefiting individuals or small groups of individuals (e.g., bills concerning creditable service). But a guide will be made available to help members seeking such legislation pursue their goals.
