The MTA believes that all students deserve teachers who have the training and skills needed to teach them effectively. Our members experience first hand the challenges of teaching English language learners (ELLs) and understand the need for high-quality training in Sheltered English Immersion (SEI) instruction. ELLs and their teachers will benefit if the changes required by the U.S. Department of Justice are developed with input from practitioners and implemented in a rational and orderly way.
The RETELL Initiative and the SEI Endorsement courses began in selected districts in the spring of 2013 and teachers and administrators in additional districts will begin trainings in the fall of 2013. The MTA has created a series of advisories to explain the requirements for teachers and districts.

Interactive Sheltered English Immersion (SEI) Endorsement Form
Teachers may use this interactive form to determine if they must attain the Sheltered English Immersion (SEI) Endorsement for their license. The form provides guidance about the SEI Endorsement and walks you through a series of questions to help you understand what you are required to do and by when.
How to Fill Out the Form:
- Open the interactive PDF form.
- Save it on your own computer in a file called SEI Endorsement.
- Complete the form.
- Save the completed form.
- Scan copies of documentation to support course completion, category training, etc.
- Save scanned copies with completed SEI Endorsement file.
